Why Climate and Disaster Governance?

Practitioners, researchers and policy makers working in the fields of climate change adaptation (CCA) and disaster risk reduction (DRR) are developing their understanding of how these overlap and impact upon people's well-being. This is contributing to a greater recognition of the synergies in their approaches to vulnerability and risk reduction.

Nevertheless, frameworks, processes and institutions remain fragmented and the possibility of addressing both together is under-researched. Climate change policy is growing in international significance and, as a result, new funding streams are being developed for both CCA and DRR. Governments and development agencies need to understand what these new frameworks mean for national and sub-national poverty and vulnerability reduction efforts.

The CDG programme provides a unique collaborative space for those working on governance, climate change, disaster management and development planning, to focus on the interface between all these issues and their potential integration at national, regional and local levels.

 

CDG research agenda

CDG is currently focusing on four research themes. Each theme is a potential governance arena for linking climate change adaptation and disaster risk reduction policy processes, institutional development, finance flows and policy implementation.

  • Citizen engagement and accountability in policy processes;
  • The role of established social protection policy instruments applied to differentiated vulnerability analysis;
  • Opportunities for building institutions for CCA, DRR and humanitarian assistance in fragile states;
  • Implications of international policy frameworks on national and sub-national responses to climate change and disasters.

CDG will contribute to a better understanding of the extent to which international policies inhibit or support national and sub-national responses to climate change’s research agenda by addressing critical gaps.

In particular, CDG is examining the implications of international agreements reached under the UN Framework Convention on Climate Change (UNFCCC) in the current and upcoming development phase of a post-Kyoto agreement.

 

What we do

CDG local and international partners conduct policy-oriented research, with an emphasis on participatory action research approaches, which provides evidence for formulating policy and designing programmes.

The CDG website shows projects and findings related to each research stream. The site also provides a space for partners and visitors to access and share related resources, and keep up to date on relevant news and events.

The CDG Working Paper series presents accessible policy-oriented analysis of research in progress.
