Theme Citizen engagement and accountability

This theme investigates public and private accountability and responsiveness associated with integrating climate change adaptation and disaster risk reduction into development policies, plans and processes at local and national levels.

 

Research questions:

  • How are national policy development processes responding to local realities and to the need for integrating planning and programming for adaptation, DRR and sustainable livelihoods?

  • Which mechanisms enable citizens to hold governments to account on their commitments under international agreements including the UNFCCC and the Hyogo Framework for Action? What are the cross-cutting principles of climate and disaster resilience that can guide their engagement?

  • How is the delivery and implementation of climate and disaster policy influenced by devolution, decentralisation and specific institutional arrangements at national and local levels?
